There are 4 types of Belgian Shepherds. My pup is an all black Malinois, not very common. The Groenendaels are also all black, however, have longer hair. Which type does your neighbor have? Here's a link to what she will look like as an adult:

Parents were very highly trained police dogs brought to Panama by a foreign government for a big drug operation. Afterwards, the government was going to put them down as they were no longer needed, however, a friend of mine was friends with the vet the gov't. used and managed to get the dogs instead. My pup is from their first litter. As a result of the rescue, no papers.
She is pretty amazing and extremely intelligent. First week I had her, my son asked if I was sure she wasn't already trained. No gratuitous barking. No damage inside. Pretty instantly house trained and has never destroyed anything inside. Great, great dog. The reason I wrote Groenendael is because of their color. Not really interested in breeding her with anything other than black Belgian and, as I said, the Black Malinois is very rare so I cannot imagine one existing here. Would love to be surprised.
Last time I drove through the 'checkpoint' on the Autopista well before David, the cops could have cared less about my passport and license. They were too occupied with the pup in the backseat. One produced his card and offered to train her. Presidential guards in Panama City offered the same. She's an attention grabber for sure. I got very lucky with her in every way one could state that with a dog. I must sound like a disgusting new parent, but that is how it feels. I haven't had a dog in nearly 20 years and what a great creature I got lucky enough to get.
And again, she turns 6 months old this Saturday, so breeding her would not be for some time. But it's good to know that her babies would have homes.
